Christine McAnney

Vice President, General Counsel, US Infrastructure

Relentless Ally since 2005

Christine McAnney is an expert in construction law, including the negotiation, mediation, and arbitration of large and complex construction-related legal matters. A Balfour Beatty Relentless Ally since 2005, Christine currently serves as Vice President and General Counsel for US Infrastructure operations.

Christine obtained her Bachelor of Science degree from the University of Central Florida and her juris doctor from George Mason University School of Law. She maintains multiple state bar admissions, is a panel member of the American Arbitration Association, and is a Fellow and Board Member of the American College of Construction Lawyers.

A true leader in construction law, Christine also played an integral role in founding the Construction Industry Ethics and Compliance Initiative (CIECI), a non-profit association of U.S. construction industry participants dedicated to the promotion of integrity and ethical conduct in construction. She currently serves as CIECI treasurer.

Apart from work, Christine enjoys spending time with her family and her two lovable Irish Wolfhounds.

Dan Young

Vice President of Operations, Southwest, US Infrastructure

Relentless Ally since 1999

Dan brings more than 30 years of heavy civil experience as Balfour Beatty’s vice president of operations in the southwest region.

He leverages extensive expertise in leading teams through the deliveries of complex highway and bridge projects in populous metropolitan areas in Texas such as State Highway 130 project in Austin and the Southern Gateway, Dallas Horseshoe, State Highway 161 and Lowest Stemmons projects in Dallas.

As vice president, Dan oversees joint venture operations for the $1.7 billion Interstate 635 East Project in Dallas, a design-build roadway project on behalf of Texas Department of Transportation (TxDOT).

Eric Stenman

President and Chief Executive Officer, US

Relentless Ally since 2001

Eric Stenman serves as Balfour Beatty US’s President and Chief Executive Officer. Under his leadership, the company has achieved the leverage and scale of national capabilities, operational excellence standards, team growth and development and industry innovation.

In his current role, Eric is directly responsible for more than $5 billion in revenue and more than 5,000 employees throughout the U.S. In more than 40 years in the construction industry, Eric has established a proven track record of leading teams across all departments to drive managed growth, shareholder value and employee experience.

Eric began his career in construction with boots on the ground as a plumbing contractor. He owned his own business and later became a general contractor while putting himself through college and law school.

His tenure with Balfour Beatty began in 2001, and since that time, he has served in many leadership roles including Division President, Chief Enterprise Development Officer, Regional CEO and Chief Operations Officer.

Eric has served at the state and national levels of the Associated General Contractors of America (AGC), having chaired the National Contract Documents Forum and the Building Division for AGC America, and served as President of AGC San Diego. As a testament to his inspirational leadership, Eric was recognized by the San Diego Business Journal as a “CEO of the Year” in 2024, “Most Admired CEO” in 2014 and one of the “Most Influential People in San Diego” in 2022.

Eric Yates

Vice President, Environmental, Health and Safety, US Infrastructure

Relentless Ally since 2012

Eric Yates is vice president of environmental, health and safety for Balfour Beatty’s U.S. Infrastructure operations. Eric has 27 years of construction industry experience, including more than 15 years in safety leadership. He is committed to advancing a culture of Zero Harm while strengthening operational excellence, compliance and performance.

Eric holds a Bachelor of Science in Occupational Safety and Health from Columbia Southern University and maintains CSP, ASP and CHST certifications, bringing a hands‑on, collaborative approach to protecting people as Balfour Beatty builds the infrastructure of tomorrow.

Jay Boyd

Vice President of Operations, Southeast, US Infrastructure

Relentless Ally since 1999

Jay Boyd serves as the vice president of operations for Balfour Beatty’s Infrastructure business in the southeast region. He brings several decades of extensive supervisory and hands-on experience in complex heavy civil and marine construction projects to the company.

Since joining Balfour Beatty in 1999, Jay has grown from a project manager to specializing in overseeing environmentally sensitive projects within budget and at the highest standards of safety, innovation and quality. He is a licensed tugboat captain, certified crane operator and an expert in working in offshore and coastal marine environments.

Jenni Kelley

Senior Vice President, Chief Financial Officer, US Infrastructure

Relentless Ally since 2014

Jenni Kelley serves as Balfour Beatty’s chief financial officer where she oversees the financial operations of the company’s US Infrastructure business.

With 20 years of corporate finance experience, Jenni began her career in construction traveling worldwide to offices and projects for Ernst & Young’s Assurance practice. Before joining the Balfour Beatty team, she also worked for a large hotel and resort chain where she contributed to the company’s largest acquisition.

A Relentless Ally since 2014, Jenni has successfully led teams through reorganizations, system conversions and finance transformations where she has leveraged her expert skills in financial reporting, accounting, treasury and financial systems.

Jenni received her bachelor’s degree in accounting and master’s degree in finance from Texas A&M University, and she maintains her status as a Certified Public Accountant. She enjoys traveling to new countries, experiencing new cultures and discovering the outdoors with her husband and son.

Keith McCoy

Senior Vice President, Operations, US Rail

Relentless Ally since 1993

Leveraging his over 30-year tenure with Balfour Beatty and his experience in nearly every facet of the company, Keith serves as senior vice president of operations for Balfour Beatty's rail operations.

In this critical role, Keith's mission is to ensure Balfour Beatty continuously improves safety practices across the company with the goal of achieving Zero Harm. He's passionate about creating a safe work environment for our workforce and the public, as well as reducing workplace injuries at Balfour Beatty and in the construction industry at large. Keith believes in supporting project teams through a servant leadership approach and helping teammates be successful not only in their projects but also in their personal and professional lives. He also leads the company’s sustainability efforts across the U.S.

Keith holds a bachelor's degree in construction science from Texas A&M University. He has served in numerous community and industry organizations, including the Texas Real Estate Council, Carson Leslie Foundation and 22Kill. He has also served on the boards of the Texas A&M Construction Industry Advisory Council and construction associations TEXO and AGC.

While not at work, Keith enjoys spending time with his children, road cycling, snow skiing and hiking.

Kelly Phariss

Vice President and Region Manager, West, US Infrastructure

Relentless Ally since 2006

Kelly Phariss serves as vice president and region manager of the company’s Infrastructure operations in the West where he manages its diverse project portfolio within the heavy civil and water sectors in California.

Kelly is a long-time Balfour Beatty teammate and is a critical leader on Los Angeles World Airport’s (LAX) Automated People Mover (APM) project. In addition to his role as vice president, he will also serve as deputy director on the LAX APM project and support and pursue opportunities that blend scopes of work involving the company’s expert Building and Civils construction services.

Kelly is a graduate of the University of California, Davis where he received his Bachelor of Science in Civil Engineering.

Kevin Jolin

Managing Director, US Rail

Relentless Ally since 2023

Kevin Jolin is a trusted and respected business leader with more than 20 years of experience spanning technical and program management, systems integration, operations, business development and product support. As the managing director for Balfour Beatty’s US Rail operations, Kevin leads complex infrastructure programs with a focus on operational excellence, collaborative leadership and quality execution.

Since joining Balfour Beatty, Kevin has been a major contributor to the successful completion of the system, traction power and SCADA packages for the Massachusetts Bay Transportation Authority Green Line Extension and the notable Los Angeles International Airport’s (LAX) Automated People Mover (APM), where he serves as technical advisor. On the Caltrain Design-Build Electrification project, his leadership has been instrumental in the successful interconnection, testing and commissioning of 38 electrical facilities across a 52-mile corridor, including substations, switching stations and wayside power cabinets. In addition, Kevin also provides organizational support for Balfour Beatty’s Total Power Group manufacturing operation.

A former U.S. Marine, Kevin brings discipline, focus and strategic insight to every engagement. He is deeply committed to team development, organizational ethics and continuous improvement.

Kevin is pursuing a Bachelor of Science in Electrical Engineering at Arizona State University and holds additional academic credentials in business management and electrical engineering technology. He is an active member of the Project Management Institute and the International Council on Systems Engineering.

Leslee Mallinson

Senior Vice President, Communications

Relentless Ally since 2000

Leslee Mallinson is an industry veteran who joined the company in 2000 and serves as our senior vice president of communications. As an experienced and passionate communications advisor, Leslee sits on our executive leadership team and is responsible for delivering strategic communications counsel and marketing and brand management across our entire U.S. business.

Leslee works closely with our operational, marketing and shared services teams to devise impactful communications that support our overall business strategy and our most valuable asset: our people. Among her team, Leslee is known as a caring and dedicated leader whose infectious laugh can be heard from a mile away.

Leslee is a graduate of Austin College and an active volunteer in the Dallas community that Balfour Beatty has helped build. In her spare time, Leslee enjoys traveling and spending time with her husband and two teenage sons.

Mark Johnnie

Senior Vice President, Chief Operating Officer, US Infrastructure

Relentless Ally since 1998

Mark Johnnie serves as senior vice president and chief operating officer for Balfour Beatty's Infrastructure business overseeing operations and delivery of highways and bridges projects throughout the United States, where he brings a strong local reputation and capability to Balfour Beatty clients.

After an extensive career with some of the construction industry's most successful companies, Mark joined Balfour Beatty in 1998. In his tenure with the company, Mark has managed or overseen some of our most notable projects, including the San Mateo Bridge Widening, Smith Creek Parkway, Surf City Bridge Replacement, U.S. 70 Havelock Bypass, Maysville Bypass and the Northeast Water Purification Plant.

Since 2007, Mark has served various leadership roles in the Carolinas Association of General Contractors (CAGC) and beginning January 2023, he will serve as chairman of the CAGC Board of Directors.

Mark graduated from Oregon State University and holds two bachelor of science degrees – one in construction engineering management and the other in business administration. Mark is a father of three, grandfather of two and loves spending time with his family. He also enjoys the outdoors, whether on a bike as president of Cape Fear Cyclists or just in his yard.

Mark Konchar

President, US Infrastructure

Mark is a driving force for progress, leading US Infrastructure operations with an unwavering commitment to excellence. As president, he manages projects that are essential for modern life: highways and bridges in aiding transportation; water infrastructure in guaranteeing access to clean resources; vital electrification systems in powering opportunities; and advanced rail networks in connecting people across America.

Since 1999, Mark has been instrumental in the success of Balfour Beatty. In his prior positions as managing director of US Rail operations as well as across procurement and project delivery, he’s nurtured strong relationships with clients, partners and team members on renowned projects such as Los Angeles International Airport's Automated People Mover, Massachusetts Bay Transportation Authority's Green Line Extension, Caltrain’s Electrification program and numerous Federal & Healthcare developments, including the Pentagon Memorial.

Mark is a true team player who demonstrates Balfour Beatty's people-first culture daily. He always applies an innovative approach to complex issues and excels at motivating others in his workplace and beyond. In addition, Mark contributes to advancing our professional development programs by leveraging his experience and passion for learning and serves as a Pillar Member of Bridges to Prosperity - one of the most renowned industry partners and a nonprofit international mission dedicated to building footbridges across the world.

With a bachelor's and doctorate degree in architectural engineering from Penn State University, Mark brings decades of experience to the table. He has been integral in research projects that have pushed industry standards forward and authoring several articles and reports like his co-authorship on "Selecting Project Delivery Systems" and “Change Your Space, Change Your Culture.”

Sonya Roberts

Vice President, Human Resources, US Infrastructure

Relentless Ally since 2000

Sonya Roberts is vice president of human resources, overseeing human resources functions for Balfour Beatty's U.S. Infrastructure operations. Additionally she serves on the Infrastructure executive leadership team as well as Balfour Beatty's national human resources leadership team.

Sonya joined Balfour Beatty in 2000 as a generalist and human resources partner for Balfour Beatty’s Infrastructure and Rail businesses, having responsibility for all human resources-related services for nearly 4,000 staff and craft employees. Since then, she has served in various human resource roles with progressively more responsibility overseeing efforts that have resulted in more effective and streamlined workflow processes, technology automation and acquisition due diligence.

As a steward of the company’s people-first culture, she has also championed national initiatives to improve diversity, inclusion, pay equity, allyship, mentorship and rewards at Balfour Beatty.

Sonya is a passionate community service leader where she serves as a member of various nonprofit, professional and civic organizations including Top Ladies of Distinction, Inc.’s North Atlanta Chapter, American Businesswomen’s Association (ABWA), Junior League of Atlanta, Shared Hope International and Crohn’s and Colitis Foundation.

She is a graduate of South Carolina State University from which she earned a Bachelor of Science in psychology.

William Motherway

Vice President, Risk, US Infrastructure

Relentless Ally since 2025

William “Bill” Motherway serves as the vice president of risk for Balfour Beatty US Infrastructure operations. With over 30 years of experience in legal, compliance and enterprise risk management, Bill leads the implementation of the company’s enterprise risk management framework across its Infrastructure business.

In his role, Bill is responsible for identifying, assessing, and managing operational, regulatory and strategic risks. His leadership supports the development of fraud risk assessments, internal control reviews and compliance with Balfour Beatty’s internal control framework. His work is instrumental in advancing the company’s Zero Harm safety initiatives and long-term strategic goals.

Bill holds a Juris Doctor from the University of Miami School of Law and a Bachelor of Science in Biology from Manhattan College. He is a Certified Compliance & Ethics Professional (CCEP), a licensed Property/Casualty Broker in 49 states and an active member of the Florida and New York State Bars.

Outside of work, Bill enjoys spending time with his wife and their four children, golfing, reading as well as competing in triathlons. He is also deeply committed to community service, serving as a board member of the Sarasota County Bar Association and volunteering as a High Conflict Guardian ad Litem Attorney for Florida’s 12th Judicial Circuit.
