Balfour Beatty’s US Civils Operations Announces Executive Appointments

DALLAS – Balfour Beatty’s US Civils business announces the promotions of Dan Young to vice president of operations, Southwest, Jay Boyd to vice president of operations, Southeast, and Terri Eller vice president, Controller of US operations.

Formerly the Director of Construction in the Southwest, Dan Young brings more than 30 years of heavy civil experience. He leverages extensive expertise in leading teams through the deliveries of complex highway and bridge projects in populous metropolitan areas in Texas including the State Highway 130 and State Highway 161 projects in Austin and the Southern Gateway, Dallas Horseshoe and Lowest Stemmons projects in Dallas. In his new role, Dan will continue to oversee joint venture operations for the $1.7 billion Interstate 635 East Project in Dallas, a design-build roadway project on behalf of Texas Department of Transportation (TxDOT).

A Balfour Beatty teammate since 1999, Jay Boyd serves as vice president of operations for the company’s Civils business in the Southeast. He brings several decades of extensive supervisory and hands-on experience in complex heavy civil and marine construction projects. Additionally, he specializes in overseeing deliveries of environmentally sensitive projects, that are within budget and at the highest standards of safety, innovation and quality. Jay is known for his leadership on Southeastern highway and bridge projects including the Wilmington Bypass, Maysville Bypass, Havelock Bypass, Surf City Bride Replacement, Fayetteville Outer LoopMilitary Cutoff Road Extension, Effingham Parkway, Harkers Island Bridge Replacement and James City US 70 upgrades. 

Terri Eller serves as vice president, controller of the company’s US Civils operations with 25 years of accounting experience. A Balfour Beatty teammate since 2009, Terri has held various controller roles where she has overseen the decision making, forecasting and budgeting of the company’s Civils operations and ensuring that accounting activities accurately reflect the business’ strategic financial objectives. She is a Certified Public Accountant and obtained a Bachelor of Arts in Accounting degree from Asbury University and Master of Professional Accountancy degree from Georgia State University.
