Balfour Beatty Construction hires Portnoy to lead Public-Private Partnerships

August 30, 2011

(Dallas, TX – August 30, 2011) Balfour Beatty Construction announced today the addition of Ken Portnoy as Vice President of Public-Private Partnerships. In this role, Portnoy will help lead and coordinate the pursuit and delivery of public-private partnerships (PPP) within all of Balfour Beatty Construction’s U.S. regions.

“Ken will be a key resource for our division teams. In addition, he will work closely with our affiliate Balfour Beatty companies to deliver public facilities using innovative approaches in private investment, financial solutions, and legal structures,” said Mark Layman, President and Chief Financial Officer of Balfour Beatty Construction. “We look forward to teaming with other key partners who participate in this progressive delivery method to ultimately deliver efficient solutions for our clients.”

Balfour Beatty Construction has been working in the PPP space for many years, recognizing that they are an innovative method of funding a range of projects to reduce overall costs, accelerate delivery, create jobs, and fairly allocate risk – all while providing high-quality projects.

“Public-private partnerships are a valuable delivery solution for issues ranging from educational and municipal needs, to transportation, military and student housing, and renewable energy needs,” Layman said. “Many of our projects have been successfully delivered through this model, providing cost saving benefits to the government and the public.”

Balfour Beatty Construction has provided construction services for the following notable PPP projects: the Military Housing Privatization Initiative which includes over 30,000 homes on 44 military housing communities in 20 states and Washington, DC, the Dallas Convention Center Hotel, Florida Atlantic University Innovation Village Student Housing, The Mason Inn at George Mason University and The Villages at Staunton, a mixed-use redevelopment of the former Western State Hospital site in Staunton, Virginia.

Portnoy has more than 10 years successfully implementing public-private partnerships for commercial, institutional and public clients. He has held key positions in real estate development and investment and has a comprehensive background in design, construction, finance, and real estate transactions.

Portnoy attended the College of Architecture, Art and Planning at Cornell University, the Graduate School of Design at Harvard University and Columbia University’s Business School.
